I think what you mean is all the users included contact users should be in a single places such as administration > users
We are in the process of reworking the whole client contact login system where contacts will actually be associated with a real user and a client will also have user roles just like regular users. This will allow us greater control with audit logging, management, simplicity and so much more.
We will also have the ability to view Client Users and Regular users from Admin > Users listing page
