Hey,
During setup/installation a file called config.php is generated. It sounds as though that has already been generated once, meaning that setup won't complete. You can delete/rename config.php to continue.
In terms of the HTTPS configuration, ITFlow isn't proxy aware. To bypass the HTTPS check see here. You may also want to set the get IP method if you're using a proxy.
