Time set to UTC on mail queue

We pushed out another fix as well to set the timezone in the PHP CRONs as the php shell command was not respecting the system timezone either and reverting to UTC

Ideally I think the Timezone should be set in the config.php file as everything references this and would only have to be implemented once, I need to look into this more

@Bigbug Actually just noticed this when someone payed via stripe the Expense logged the next day. I think the real solution here is to set it via config.php will work on this tomorrow

it just keeps bugging me that emails are getting sent out 4/5 hours later sometimes

and i think you shall remove the "Completed" tag from this thread as it is an ongoing issue

Hey @Bigbug I think I may have got this

I'm really short on time right now and wanted to push this out so I need your help, on thoroughly testing this.

Make sure Dates and Timestamps are good everywhere including the audit logs for failed login successful logins etc
Stripe Payments
Email Queues
Created at and Updated at Timestamps
Test the crons

but now after updating it doesn't work at all https://demo.itflow.org/portal/login_reset.php
i'm not sure though which update caused that

we get a 500
